ACOLOD PNP SARS. Search and Rescue (SAR) members of the Bacolod City Police Office (BCPO) headed by Police Superintendent Jefferson T. Descallar, Deputy City Director for Operartions, BCPO thru the supervision of Police Senior Superintendent Edgardo O. Ordaniel, Acting City Director, BCPO are in the move of rescuing evacuees during the super typhoon “Yolanda” at Brgy. 2 coastal areas and in different flooded areas in Bacolod on November 8.*

In response to the letter-appeal of Mayor Monico O. Puentevella, the Sangguniang Panlungsod, after a lengthy deliberation, resolved that Bacolod City is under a State of Calamity.
With Vice Mayor Greg Gasataya presiding yesterday’s specual session, the nine members present, Councilors Archie Baribar, Sonya Verdeflor, El Cid Familiaran, Alex Paglumotan, Wilson Gamboa Jr., Carl Lopez, Ann Marie Palermo, Claudio Puentevella, and Caesar Distrito, unanimously approved the resolution with two colatillas.
Councilor Lopez requested that all houses in critical areas should be properly relocated in areas which are not flood prone.
Councilor Archie Baribar suggested that the calamity funds should be only allocated for the rehabilitation and treatment of those affected by Typhoon Yolanda and for no other purpose.
The letter-appeal of Mayor Puentevella stemmed from the results and reports of the City Disaster Risk Reduction Management Council (CDRRMC) during a meeting held November 8, 2013.
During the council’s gathering, the Metro Bacolod Chamber of Commerce and Industry (MBCCI), CENECO, BACIWA, the DSSD and the City Engineer’s Office (CEO) urgently requested that a state of calamity be declared in order that the typhoon-hit areas could be adequately rehabilitated and assisted.
Also, for the victims of the super typhoon to be given the needed assistance for their needs.
The Puentevella letter-appeal stated in part, "... In line with this, may I respectfully request that a special session be held tomorrow, November 10, 2013 for the approval and passage of the urgent resolution based on paragraph 3 (a3) of NDCC Memo Order No. 4, Series of 1998, which states:
3) Within twenty four (24) hours from the occurrence of the calamity and acting on the basis of the recommendation of the LCE, the local Sanggunian concerned shall immediately convene and pass a Resolution declaring their area under a state of calamity and adopt measures to protect the lives and properties in the area."
The Bacolod SP acted with dispatch and passed the resolution.*
